A Unified Carrier Registration Agreement (UCR) must be on file for all individuals or companies (private and for-hire) who use commercial motor vehicles engaged in commerce across state lines and/or internationally. An annual fee is charged based upon fleet size.
Registration opened on October 1, 2023, for the 2024 UCR registration year. Fees have been reduced from 2023.

If your services as a freight forwarder, broker or leasing company are not combined with being a motor carrier – and you make arrangements for the transportation of cargo and goods in interstate or international commerce – then the Unified Carrier Registration Agreement (UCR) applies to your business. The UCR collects an annual flat fee of $37.
